发展是解决新疆问题的总钥匙

   发展是解决新疆问题的总钥匙。实现跨越式发展，必须转变发展观念，创新发展方式，解决发展难题，提高发展质量，在科学发展的道路上推进发展。具体地讲，我们要的是加速发展方式转变、不断调整结构的发展。我们要进一步解放思想、更新观念，把加快经济发展放在第一位。同时也要大力发展工业和农业。要重点发展新能源、新材料、节能环保、生物制药等战略新兴产业。要加快发展特色农牧业，提高农牧产品市场竞争力，不断提高农产品附加值和市场竞争力。

   发达的第三产业，是经济社会现代化的重要标志。我们要提高生产性服务业水平，加快发展现代金融、物流、商务、信息服务等生产性服务业；加快发展商贸服务、社区服务、住宅产业、中介服务等生活性服务业。还要发展旅游业，使旅游业成为新疆的重要产业。
