去年年底中国宣布要大力发展中国西部地区的经济以及教育。中国西部地区的发展速度远远落后于东部沿海大城市。因此形成了东西不平衡的状况。中国政府已经认识到了问题的严重性。为了解决这个问题,中国政府决定利用国内外的资力来帮助包括西藏,青海在内的中国西部地区的发展。中国领导人最近与许多外国政府和商人进行了协商，并且集中大量的国内资金实行了西部地区的基础建设。中国政府表示中国西部地区建设能否成功关系到全中国社会的平衡发展问题。
